Bti, the only domestic larvicide that actually holds up
When water cannot be removed from a decorative basin, well, a damp crawl space, a poorly drained roof terrace, or a natural pond, there remains a validated biological solution: Bti, for Bacillus thuringiensis israelensis.

If you have a permanent pond, a few goldfish or dragonfly larvae effectively consume mosquito larvae.
